I figured it was either:
a) Another Nazi-type tirade from everyone's favourite hate-filled hypocrites who despise anything even approaching queer culture
or
b) An obscure reference to Sideshow Bob's prison tattoo
'No one that speaks German can be an evil man'
On closer inspection, it's neither.
